When MSC Malaysia was established in 1996, seven flagship application areas were identified as the strategic priorities for Malaysia's digital transformation. These were not merely technology projects — each flagship was a comprehensive programme designed to transform a major sector of Malaysian society and the economy.

The MyKad — A World First

Among the most tangible and internationally noted outcomes of the MSC Malaysia flagship programme, the MyKad national identity card was cited by the MDPI journal on Sustainability as a landmark achievement when Malaysia launched the world's first multipurpose smart national ID card in 2001. The card's integration of multiple government services onto a single chip represented a genuinely pioneering achievement in e-government implementation.

The Multipurpose Card Programme

The Multipurpose Card (MPC) flagship — which evolved into the MyKad programme — was among the most technically ambitious of the seven MSC Malaysia flagships. Its objective was to create a single smart card that could serve multiple government and commercial functions, reducing bureaucracy and improving service delivery for all Malaysians.

The MyKad launched in September 2001 and by 2003 had been issued to all Malaysian citizens aged 12 and above. It became a case study in government-led smart card implementation that was studied by other nations considering similar programmes.

Identity

Full national identity verification replacing the older NRIC card with biometric data storage.

Driving Licence

Integrated driving licence information eliminating the need for a separate physical licence.

e-Cash

Touch 'n Go e-purse functionality for electronic payments at toll booths, LRT stations, and retail.

PKI Certificate

Public Key Infrastructure digital certificate support for secure electronic transactions.

Passport Data
